The following articles were published in the Vandalia newspapers before Carlyle had a newspaper of their own. These might be used as indications of residence for at least two years prior to, and including the year of delinquency. It’s a shame, genealogically speaking, that more people did not paid their taxes so we could have found more names.
There are a few "Heirs of" that could indicate an approximate year of death. There are some joint owners which could indicate relatives. There are changes in spelling of the names and in the description of property from year to year. The chart below covers 1831, 1837, 1838, 1839, 1840 and 1841. These are the only years that were on this particular roll of microfilm.
Hearsay is that earlier settlers disliked the new taxes intensely. Land owners were given a two year tax free grace period after purchase. It was not uncommon for a man to sell his land to a trusted friend or relative right before the two years were up. Then he would buy it back a few months later and have another two years tax free.
Representative paragraph from newspapers - A list of lands entered on the books of the Auditor of Public Accounts, for the State of Illinois, subject to taxation for the several years set forth (with interest and costs) and upon which the taxes have not been paid in conformity to the provisions of the several laws for levying and collecting a tax on land. In all cases the lands in the Military Tract are described and advertised in the name of the original patentees, and taxed according to the class to which they belong.

Representative comment in the newspapers: State of Illinois, Clinton county, ss – Public Notice is hereby given, that in pursuance of an act of the General Assembly of the State of Illinois, entitled "An act concerning the public revenue," approved Febraury 27, 1833, and of the several acts of the said General Assembly, to provide for raising a revenue, and also in pursuance of an act, entitled "An act concerning public roads," approved February 3d, 1835, I, Parmenas Bond, clerk of the county commissioners’ court for the county aforesaid, will (assisted by the sheriff of said county) on the first Monday in March, 1838, at the door of the court house in Carlyle, in said county, proceed to sell the whole, or so much of each tract of land, or part of tract, contained in the foregoing list, as will pay the taxes, interest, and costs, due and unpaid thereon, for State purposes, for the years therein specified, and also the amount of tax due and unpaid to the county of Clinton, aforesaid, for road purposes, for the year 1837, as therein set forth; the same having been returned to the said clerk, by the Auditor of Public Accounts, as a true and correct list of lands lying in the county of Clinton, on which taxes were due and unpaid to the State on the 1st day of September, 1837. The sale will commence at 11 o’clock A. M., and continue from day to day, (Sundays excepted) until completed.
