Early Illinois Settlers 

During the time frame of the following four articles, Clinton County was a portion of St. Clair County. Kaskaskia was the fort on the Mississippi River, south of East St. Louis.

In the "American State Papers, Public Lands," Vol. 2 (Duff Green edition), pp. 132-4, is a statement, dated Kaskaskia, 31 Dec, 1809, of claims founded on "Improvements" in the district of Kaskaskia, which were affirmed by the board of commissioners appointed under act of congress to take evidence of all land-claims in the Kaskaskia district, under French, Spanish, or United-States grants. The commissioners were Michael JONES and E. BACKUS, and the following appear to be the names of English or American settlers who claim under "Ancient Grants":

In the same volume, pp. 135-8, is a list of claims "founded on acts of congress granting donations of four hundred acres each to heads of families in the district of Kaskaskia," and which were confirmed by the board. Of these acts of congress, one approved 3 Mar 1791, gave to each "head of a family" who had cultivated or improved land in Illinois prior to and including the year 1788, the right to four hundred acres of land. Of those claiming under these acts, the following were Americans or English, Irish or Scotch, naturalized Americans:

Congress also donated "one hundred acres* of land to each militia-man enrolled and doing duty in Illinois on 1 Aug 1790, within the district of Kaskaskia"  The claims under this act were made mostly by French settlers, as they constituted the greater part of the militia force at that date. The following are the names of the claimants other than those of French birth or origin affirmed by the commissioners, Kaskaskia, 31 Dec 1809 (same book, page 139-47):

*The commissioners in confirming the four-hundred-acre grants deducted this hundred acres from all who receive it. The militia-man of 1790 therefore received but three hundred acres of the congressional grant – J. H. G.

 

The commissioners (Michael JONES, John CALDWELL, Thomas SLOO) afterward (Kaskaskia, 4 Jan 1813) reported another list of those who were, in their opinion, entitled to four hundred acres each under the act of 3 Mar 1791, as settlers prior to 1788 (page 189 of same volume. Of these the following appear to be Americans:
